It can. The code in question is only used to create a template
configurations/_mysql/my.cfg only if there isn't one already.
Since everyone seems to have their own idea about a good value on this
parameter, it seems better if it'd be possible to control it on a
per-database basis. Maybe it is - I haven't bothered to check right
now.
