It does not make sense to try a different browser if you can't even  
telnet to the port.

If roxen binds the port, it should be open it also, but to make sure  
try starting roxen in single thread mode and
attach an strace to the pid to see if something is happening when you  
try to telnet.

Furthermore the roxen debug log should be very helpfull. Could you  
post it here?
The log is either located in /var/log/roxen/debug/ (package system)  
or in roxen-tree/log/debug (self compiled).
