It doesn't. Roxen just needs to be told that it should not serve the
contents of php.exe, but that it should invoke it as a program using the
CGI conventions.
There are two ways to do that:
* Put it in the cgi-bin directory (which doesn't have to be called
cgi-bin, btw).
* Tell Roxen that all files with the extension .exe are CGI programs.
Which way you choose is a matter of taste.
