Which server? The Roxen server or the Oracle server?
If you have access to the startup scripts of the Roxen server, simply
set the environment variable NLS_DATE_FORMAT there.
I am not sure how Roxen handles database connections, though: If several
virtual servers share the same session, some other page could change the
date format again.
